The first place to look is on this Web site. Many of the embassies and other diplomatic missions, even if they have a Web site, won't list E-mail addresses though - be prepared to contact them via telephone, fax or traditional mail.

The State Department's publication listing all foreign embassies in Washington D.C. is called the Diplomatic List, and the list of all of the foreign consular offices throughout the U.S. is called Foreign Consular Offices in the United States. Information on these and other State Department publications is available from the State Department Web site.
